The provincial government of Quebec has pushed forward with its plan to decrease levels of immigration by 20 percent in the year 2019. Simon Jolin-Barrette, Provincial Immigration Minister tabled the Quebec plan for immigration levels in the National Assembly conducted on 4th Dec 2018.

The Coalition Avenir Québec (C.A.Q) government program features a 2019 years immigration objective of 38,000 to 42,000 newcomers, related to a 2018 goal of 53,300 current immigrants.

Jolin-Barrette set forward the strategy despite there being no contract in place among Quebec and the Canadian federal government.

Quebec province only has authority over the economic immigrant's number for investors and skilled workers  – aspiring to move to the province of French-speaking. The number of Refugees and Family Class immigrants is beneath federal jurisdiction, but the C.A.Q plan details a decline in numbers over the board.

For the Economic Class of the Quebec, the C.A.Q plan is to drop the number to 23,450 in the year 2019, from 31,200 in the year 2018. For the Family Class, the idea is to drop the number to 8,900 from 11,700. Refugees, while, would fall from 9,400 to 6,950 below the announced figures.

The C.A.Q states it needs to decrease immigration temporarily so that the integrating process for new immigrants can be developed.
