Quebec Government Announced Its Plans to Increase Annual Immigration

The provincial government of Quebec has declared plans for immigration levels to rise every year for the following three years. By the year 2022, the Coalition Avenir Quebec intends to rise yearly Quebec Immigration to over 50,000.

The Department of Immigration published the proposal, Diversity, and Inclusion (MIDI) on Friday, 7 June 2019.

Progress will be focused in the economic class, as per the plan, Simon Jolin-Barrette, Immigration Minister defined as a ‘government proposal’ rather than of a formal immigration plan.

It appears after the CAQ accompanied through on a campaign commitment to decrease the number of immigrants by 20% for 2019, to about 40,000.

The goal of within 49,500 and 52,500 latest immigrants for 2022 is efficiently the same as the former Liberal government. In 2016 to 2018, the number of immigrants admitted was 53,084, 52,388, and 51,118, respectively.

The plan targets incremental progress every year, with a maximum of 44,500 to be granted visa in 2020, 47,500 to be granted visa in 2021 and 52,500 to be granted visa by 2022.

Increases will be focused in the economic class, over which Quebec province has full power. Quebec intends to welcome 32,000 and 33,900 immigrants in an economic class by 2022. It equates to an addition of 10,000 on the proposed 2019 yearly number. The CAQ states it wants to raise the economic immigrants' proportion to 65% of the total by the year 2022. This year it is assumed to be 59%.

Immigration System Development

The CAQ told a temporary decline in numbers was required for 2019 to enable the immigration system to be improved and the integration of immigrants to be enhanced.

Through Bill 9, Quebec province intends to remove plenty of existing skilled worker immigration appeals to transition to the latest Expression of Interest system of Quebec, which will perform equally to the Federal Express Entry System.
